The overarching goal of the RurAL CAP (VEP) is to help rural Alaskan communities reduce the burden of energy costs.
Program Year: April 2007 through April 2008
VISTA members work to make progress towards program goals. Various communities may be addressing different needs. Realizing that different communities may be at different stages in their assessment and management of energy issues and concerns, there are several work goals that may be targeted by VISTA members, including:
- Education on energy conservation, efficiency, and renewable energy: VISTA members, community leaders, and others will need to be informed – and stay current – on various aspects of energy issues in order to effectively address local concerns
- Community strategic energy planning: Communities should assess – and periodically reassess – their energy environment, identifying possible solutions to issues and developing plans for implementing solutions to those issues
- Partnership building: Collaboration between local, state, and national organizations can be very helpful to local communities, not just for the execution planned initiatives, but also to share information and to identify available resources for energy efficiency projects
- Improving communities’ abilities to address energy issues: There are many skills that are not directly related to energy issues but that may be required in order to effect energy cost savings among communities, including issue identification and quantification techniques, solution planning, grant writing, developing community consensus and cooperation, etc. These are skills that VISTA members and others in the community may need to improve in order to effect other work goals.

Of utmost importance to the success of the energy program is that local communities and their VISTA members maximize the opportunities afforded by the VISTA program and RurAL CAP to define realistic community goals and to take concrete steps towards those goals. This is the first year of the RurAL CAP VISTA Energy Program; -- let's make it a success!
